Text Box: The Village of Brewster’s existing sewer system includes pipes ranging in size from 6”-12”. The pipe types include asbestos cement pipe (ACP), cast iron (CI), vitrified clay pipe (VCP) and polyvinyl chloride (PVC).  The majority of pipes are VCP, which are susceptible to cracking. The overall condition of the sewer system was found to be in very poor condition with mineral deposits, dips, roots, cracks, breaks and missing pipe sections. It was recommended to line some of the sewer sections and replace the rest with new ones as part of a proposed larger sewer system.  The Village retained JRFA to prepare plans and specifications for the recommended lining and replacement of the existing system, provide bid assistance and construction administration and inspection.  The project ran from 2001-2002 and was completed on time and under budget.  

Throughout 2003-2004, flow monitoring was conducted on sections of the sewer system along Marvin Avenue to identify the sources of excess flows into the sewer system. The collected data was analyzed to quantify excess flows. Based on the results of these tests, several parcels connected to the sewer system were suspected to be in violation of allowed discharge flow limits. Coordinating with the Village Building Inspector and the NYCDEP, the suspected properties were inspected for illegal sump pump connections to the sewer system, faulty plumbing, such as running toilets and leaky faucets and fixtures.  The ones found in violation were asked to correct the problems and comply with applicable sewer use ordinances and building codes. 

 As a follow-up measure to ensure that the actions taken by the owners of the parcels to correct the problems were still in place and functioning smoke testing was conducted.  Additional inspections by the Building Inspector are planned at random intervals to ensure continued compliance with building codes and the Village Sewer Use Ordinance. 

An educational awareness program was put into place throughout the Village by the JRFA, in conjunction with the NYCDEP.  Property owners/residents were supplied with a water conservation kit, which consisted of an informative flyer outlining measures to save water, and included a variety of hardware, such as showerheads, that owners were requested to install in their homes and/or businesses.
